Mustafa Hamad Abu Said Saada, whose nom de guerre was Mustafa al-Maliki or Ribhi Musa, nicknamed Abu Ayman (born July 9, 1940 in Kafr Malik - died December 24, 2011 in Ramallah) was a Palestinian politician who was a member of the Fatah movement, the Palestinian National Council and the Fatah Revolutionary Council. He was also the first governor of Qalqilya Governorate between 1996 and 2006.

Mustafa Hamad Abu Said Saada was born in the village of Kafr Malik, northeastern Ramallah and Al-Bireh Governorate, on July 9, 1940, during the British Mandate period over Palestine. He received his school education between the village school and the schools of the city of Ramallah, where he graduated from the National College (Abu Raya) in 1958.

He started working as an employee at the Jordanian Customs in 1959 in the port of Aqaba, and continued until he was dismissed from his job due to his political activity in 1963. He worked as an accountant at the Jordan Ahli Bank in Aqaba from 1966 until the end of 1968.

He joined the Fatah movement in 1965, and was a member of the Military Administration Command for the Palestinian Revolution in Jordan, and a member of the Jordan Affairs Command in Syria. He was arrested by the Syrian authorities in 1976.

After the 1982 Lebanon War, he moved to Tunisia and became a member of the Fatah Revolutionary Council after the Fifth Congress, which was held in Tunis in August 1988 and continued until 2009.

He returned to the West Bank in 1996 as a result of the signing of the peace agreements, and was appointed governor of Qalqilya Governorate and continued in the position until April 24, 2006.
