Jarrar Naaman Arafat al-Qudwa (Abu Muraid; 1921-2016) is a Palestinian politician and former head of the Palestinian Financial and Administrative Control Bureau . He was born in Khan Yunis, Gaza District .
His academic life
Jarrar Numan al-Qudwa received his education in Khan Yunis and Gaza, and completed his primary and secondary education at the Rashidiya School in Gaza in 1939, and at the Imam al-Shafi’i School. Due to World War II, he was forced to travel to Cairo to complete his secondary education, which he obtained in 1940. He then joined the Faculty of Arts at Fuad I University , and obtained a bachelor’s degree in Arabic language and literature, graduating in 1945. He began his professional life immediately after graduation in the field of education as a teacher for three years in Gaza City, and began pursuing his postgraduate studies towards a master’s degree , but he stopped due to the events of the Palestinian Nakba in 1948, and was forced to stop studying in May 1949.

Al-Qudwa held several positions during his life, including:
He worked for three years as an Arabic language teacher at Gaza Secondary School.
Translator in the Agricultural Department of the Saudi Ministry of Finance for one year (1949 - 1950).
Payroll employee at Bechtel International Inc. in Riyadh until 1953.
He headed the Salaries Department in the Public Works Department in Jeddah (1953 - 1958).
Simultaneous interpreter at the US Embassy in Jeddah for one year (1958-1959).
An employee at Citibank in Jeddah (1959-1966) and Riyadh for fourteen years.
He contributed with others to establishing the Committee for the Care of the Families of Palestinian Martyrs and Wounded in Riyadh with the current King of the Kingdom of Saudi Arabia, Salman bin Abdulaziz , and was a member and secretary of it for more than 14 years in 1967.
Assistant Vice-Chairman of the Accreditation Committee in 1975 and as Director General (1977-1980).

He worked as an assistant to the member of the Central Committee of the Fatah Movement and the Ambassador of the State of Palestine to Saudi Arabia, Commander Subhi Abu Karsh Abu Al-Mundhir (1989-1994).
His national contributions
He was appointed by President Yasser Arafat as a supervisor and head of the Palestinian General Auditing Authority in the mid-1990s, and has served as Chairman of the General Auditing Committee since January 1995, and as the Director of the (Palestine) Region of the Islamic Development Bank . He issued a report in July 1997 stating that about 40% of the Palestinian National Authority 's 1996 budget had been mismanaged or misused, which led to the Palestinian Legislative Council voting to replace the Palestinian National Authority in its entirety.
In November 1999, President Yasser Arafat appointed him, along with Amin Haddad and Atef Alawneh, to form a committee to take over the operations of the International Bank of Palestine, headquartered in Ramallah , which was on the verge of collapse. He remained in office until March 2003, when he headed a new committee. Jarrar served as Auditor General of Palestine, a member of the Board of Directors of the Palestine Monetary Authority in Gaza, and the Palestine Governor of the Islamic Development Bank in Jeddah. He also documented and researched the 18th century manuscript by Sheikh Mustafa Asaad al-Qaymi.
He died on the morning of Wednesday, July 27, 2016.
