Shawqi Faris Nimr Subha was born in the town of Attil, in the Tulkarm district of the northern West Bank, on October 22, 1959. He is married and has a daughter. He completed his primary and secondary education in the schools of his hometown, Attil, and received his high school diploma from Attil High School in 1979. He earned a Bachelor of Medicine and Surgery degree from the Timișoara Institute of Medicine .  

He was born in Romania in 1986 and completed his residency at Palestinian government hospitals in 1987. He worked as a physician at Al-Ittihad Hospital in Nablus (1987-1992), then moved to Al-Mutla' Hospital, and later worked at Ramallah Government Hospital between 1989 and 1990. He returned to work at the Palestinian Ministry of Health after the establishment of the Palestinian Authority in 1993, where he held several positions, including Director of the Complaints Unit, Director of the Private Medicine Unit (Licenses and Permits), and Advisor to the Ministry of Health until his retirement. 

Subha joined the Fatah movement in 1978 and was active in union and community service work, participating in free medical days. In 1987, he and a group of doctors founded the Palestine Liberation Organization's Field Health Services, which played a role in providing free medical services, especially to the wounded and needy in areas lacking such services. He actively engaged with local, Arab, and international health institutions and unions to raise the standards of Palestinian medical personnel and doctors. He was first elected President of the Palestinian Medical Association in 2019, and then re-elected in 2023 for the same term, which ends in 2025. Since 2019, he has held several positions, including Vice President of the Medical Council and Secretary-General of the Supreme Health Council. He is also a member of the Palestinian National Council and the Palestinian Central Council. He ran for the Palestinian Legislative Council in 2006 and was elected Mayor of Attil in 2012, a position he held until his resignation in 2014.

Subha does not recognize the Oslo Accords and believes that Palestine is purely Palestinian land, from the river to the sea. He considers the division among Palestinians a grave mistake and strongly criticizes all those who contributed to it and all those who can restore Palestinian unity. He supports the Palestinian resistance and armed struggle, believing that what was taken by force can only be regained by force, especially under this occupation. He sees the necessity of representing different segments of society in the PLO, provided that organizations are represented by competent individuals from academic, professional, and other fields.

He believes representation is unnecessary if there are no qualified individuals. He sees no problem in ending UNRWA's operations, provided that all refugees are returned to the homes from which they were expelled, not just to Palestine. He believes the Arab and Islamic world is in a very bad state and that they are conspiring against the Palestinian cause.

He points out that 57 Arab and Islamic countries did not provide Gaza with even a bottle of water during the siege and the ongoing war. He considers the Palestinian political system deficient, incapable of providing security, protection, or even salaries and job opportunities for Palestinians, and believes it should be dissolved.

He himself suffered under the occupation. He was dismissed from his job at Ramallah Governmental Hospital for security reasons in 1990, and was detained for several months in administrative detention in 1986. He was also prevented from traveling for several years in the 1980s until 1994.

He was also subjected to organizational dismissal from the Fatah movement for the first time in 2006 because of his candidacy for the Legislative Council outside the framework of the movement, and he was dismissed again in 2019 because of his candidacy for the Doctors Syndicate outside the framework of the movement, and he was reinstated to the movement both times.
