Helmi Attia Al-Balbisi was born in the town of Anabta in the Tulkarm Governorate on February 15, 1950. He studied the basic stage at Abdul Aziz Arshid Elementary School in Anabta and Al-Hariri School in Kuwait, and studied the secondary stage at Al-Jahiz and Abdullah Al-Salem Schools in Kuwait, and obtained the high school diploma in 1968. He obtained a bachelor’s degree in aircraft engineering and maintenance from Karachi University in Pakistan in 1974. He worked for an electrical works company in the Emirates between (1974-1979), and worked in the same field in the Kingdom of Saudi Arabia between (1980-2005). He founded Al-Balbisi Company for Electromechanical Works based in Riyadh, Saudi Arabia, but he left its management in 2015.
Al-Balbisi joined the Fatah movement in Kuwait in 1970, and was active in its various national and political activities. He was its representative in the Pakistani arena between (1969-1974), and headed the General Union of Palestinian Students in Karachi between (1972 and 1974). He remained active within the movement and took on a number of organizational tasks until he left the movement in 1991 in protest against its entry into the settlement process.
He contributed to the founding of the Resistance and Liberation Movement in 2013, which later resulted in the Martyr Abdul Qader Al-Husseini Brigades based in the Gaza Strip. The occupation accused him of supporting the Palestinian youth movement in the West Bank between (2014-2016). He participated in the founding of the Popular Conference for Palestinians Abroad in 2017, and he is a member of the General Secretariat of the Conference, and has been the head of its Jerusalem Committee since 2021.
Al-Balbisi is one of the figures who oppose the path of peaceful settlement and the Oslo Accords, and who believes in the necessity of integration between popular resistance and the Palestinian armed forces, and who believes that Palestine and working for it and for its liberation is the key to the renaissance and liberation of the Arab and Islamic worlds.
