The mayor of Nablus, Dhafer Al-Masry, was born in the city of Nablus in 1941 and studied at Al-Najah College. He obtained a bachelor's degree in economics from the American University of Beirut in 1964. He engaged in commercial activities and enjoyed a high degree of credibility and respect among merchants and others.

He was active in the fields of public service, where he contributed to establishing a number of charitable organizations. He was elected President of the Nablus Chamber of Commerce and Industry in 1971. He was the youngest to hold this position in the history of the Nablus Chamber and the chambers of commerce in Palestinian cities.

Member of the National Bloc in the Nablus municipal elections that took place in April 1976, he succeeded and was elected as deputy mayor.

In March 1982, the Israeli authorities decided to freeze the Municipal Council and then dismissed it. He responded to the demands, petitions, and insistence of the people of Nablus to Arabize the municipality and rid it of the Israeli administration, which caused a lot of suffering as a result of the imposition of an Israeli officer at the head of the municipality.

He led the process of restoring the municipality and Arabizing it amid broad popular support and the blessing and encouragement of the leadership of the Palestine Liberation Organization.

The municipal cadres, employees, and workers who boycotted the occupation administration began to restore, restart, and activate the municipal machinery.

He was assassinated on March 2, 1986 by a member of the Popular Front, and the Fatah movement called him one of its members. Tens of thousands of Nablus residents marched at his funeral in one of the largest processions the city had ever known.

On September 8, 2015, Palestinian President Mahmoud Abbas awarded him the Golden Medal of Merit and Excellence in recognition of his honorable national role in service to his people and nation and in high appreciation for his career in giving and construction.
