Qadri Omar Muhammad Abu Bakr (Abu Fadi; January 10, 1953 – July 1, 2023) was a Palestinian politician. He served as Chairman of the Palestinian Prisoners and Ex-Prisoners’ Affairs Authority between 2018 and 2023.

Growing up and educational attainment
Qadri Abu Bakr was born in the town of Bidya, west of Salfit Governorate, on January 10, 1953. He received his primary and preparatory education in Bidya and obtained a high school diploma while in Israeli occupation prisons in 1974. He obtained a bachelor’s degree in political science from Beirut Arab University in 1991.

practical life
In 1968, Abu Bakr became a member of the Fatah movement, then received military training in its camps in Jordan, and the Palestinian Liberation Army camps in Iraq. Abu Bakr was arrested while participating in a mission to transport weapons to the West Bank near the village of Yatma, south of Nablus Governorate. He was sentenced to 20 years in prison, of which he served 17 years and was exiled to Iraq.

In 1986, he was appointed director of Khalil Al-Wazir’s office for several years. In 1996, he returned to the West Bank.

In 2009, he was appointed a member of the Administrative Committee of the National Authority for Military Retirees, and assumed responsibility for the Israeli file and archive after participating in the sixth general conference of the Fatah movement and continued until the seventh conference in 2016, when he was chosen as a member of the Revolutionary Council of the Fatah movement.

In 2018, he was appointed Chairman of the Commission for Prisoners' and Ex-Prisoners' Affairs within the Palestine Liberation Organization, and in 2019 he was given the rank of minister, and was granted membership in the Palestinian National Council.

While he was in prison, Abu Bakr published two books in collaboration with others: the book “Palestinian Detainees from Repression to Revolutionary Authority,” and the book “Management and Organization of the Captive Palestinian National Movement.”

He also released “This Is My Identity,” in 1979. “Israeli Intelligence Investigation Methods,” 1980; And “How do you confront the investigator?” 1980; And “From Repression to Revolutionary Power,” 1992.

His death
His death was announced as a result of a traffic accident on the evening of Saturday, July 1, 2023, while returning from the Palestinian presidential headquarters in Al-Bireh to his hometown in Bidya on the main road near the entrance to the village of Marada, north of Salfit Governorate.

He was held in a funeral from the Palestinian presidential headquarters in Al-Bireh to the cemetery of his birthplace, Bidya, on July 2, 2023, and was buried there.
