Jameel Shafeq Abdel Jalel Al-Motawar (born May 3, 1961 in Sa’ir) is a Palestinian politician and minister who served as head of the Palestinian Environmental Quality Authority between 2020 and 2021. Israel arrested the developer several times. In 2022, he was appointed as an advisor to the Mohamed Shtayyeh government on climate affairs.

Growing up and educational attainment
The developer was born in the town of Sa'ir in the Hebron Governorate, south of the West Bank, on May 3, 1961. He received his basic and preparatory education in the town, and his secondary education in Halhul. He earned a bachelor's degree in nursing and health sciences from Bethlehem University in 1986, and a master's degree in public and community health from Birzeit University in 2004.

On July 13, 2015, he was appointed as a representative member of the Environmental Quality Authority on the Board of Directors of the Standards and Metrology Foundation.
On February 27, 2018, he was appointed as a representative member of the Environmental Quality Authority on the Board of Directors of the Standards and Metrology Foundation.
On September 12, 2019, he was appointed as a representative member of the Environmental Quality Authority on the Board of Directors of the Standards and Metrology Foundation.
In July 2020, he was appointed to head the Environmental Quality Authority with the rank of minister.
On May 11, 2021, his service as Head of the Environmental Quality Authority was extended until December 31, 2021.
