Born in Jerusalem in 1952.
He obtained his General Certificate of Education (Ordinary and Advanced Level) from Victoria College, Alexandria, Egypt (1969).
He holds a BSc in Chemistry and Biology from the American University of Beirut (1973), a PhD in Medicinal Chemistry from Loughborough University, UK (1978), a Masters in Health Administration from City University, London (1994), and a Fellowship from the Institute of Biomedical Sciences, London (1995). He also holds a Postgraduate Certificate in Health Economics from the University of Aberdeen, UK (1999).
He served as Deputy Director General for Development and Administration at Taawon (Welfare Association) in Jerusalem and Amman.
He served as Secretary General of the Palestine Academy for Science and Technology.
He served as Director General of the Arab Medical Services in Ramallah.
He served as Director General of Medical Aid for Palestinians (MAP) in the UK.
He served as Director General of Al-Makassed Hospital in Jerusalem.
He was Chief of Staff of the President of the Palestine Liberation Organization/President of the Palestinian National Authority (2005-2010).
He has authored numerous scientific publications in peer-reviewed journals, books, reports, articles, and lectures, primarily related to the health field.
He has chaired numerous committees, associations, projects, and institutions, including the Palestinian Community Association in the United Kingdom, the Palestine Red Crescent Society, the East Jerusalem Hospitals Network, the Arab Forum for Thought, the Accreditation and Quality Committee in Palestinian Higher Education, the Palestinian Public Health Association, and the East Jerusalem Sector Study Project.
He is a member of the Fatah Revolutionary Council.
He is a member of the Board of Trustees of the Yasser Arafat Foundation.
He is a member of the Yasser Arafat Foundation Council (2024).
