Hussein Mutawa Hussein Al-Tartouri was born in the city of Hebron, on June 25, 1954, to a family displaced from the town of Al-Faluja in the Gaza district. He is married and has eight children. He received his primary education in UNRWA schools in Hebron, and obtained his high school diploma from Al-Hussein Bin Ali High School in 1973. He earned a bachelor's degree in Sharia from the University of Jordan in 1977, a master's degree in Islamic Jurisprudence and its Foundations from King Abdulaziz University, and a doctorate in the Foundations of Islamic Jurisprudence from Umm Al-Qura University in 1982. He worked as a professor at King Saud University in Riyadh between 1995 and 2000, and also taught at Al-Quds University/Abu Dis and Hebron University. He was appointed Minister of Religious Endowments in the eleventh Palestinian government, then returned to teaching at Hebron University, where he served as Dean of the Faculty of Sharia from 2007 to 2016. He chaired more than five academic conferences, participated in two academic conferences in Malaysia, and supervised and examined more than 100 master's and doctoral theses.
Al-Tartouri has been subjected to harassment by the occupation authorities, summoned multiple times, and prevented from traveling several times. He believes the reality of the Palestinian cause is extremely difficult at this historical juncture, but the future holds much promise and hope.
