Ruhi Ahmad Muhammad Fattouh was born in the Rafah refugee camp on August 23, 1949, to a Palestinian refugee family originally from the depopulated village of Burqa in the occupied Gaza Strip. He completed his primary education at UNRWA schools in the Rafah camp, his secondary education at Beersheba Secondary School for Boys, and obtained his high school diploma in Zarqa. He earned a bachelor's degree in English from Damascus University in 1979 and a master's degree in political science from the University of the World in the United States in 2002.
Fattouh joined the Fatah movement in 1968, received military training in Iraq in 1969, was active in the Fatah-affiliated Al-Asifa forces, was elected secretary of the Fatah student office in Syria in 1974, and its president between (1976-1978), a member of the administrative body of the General Union of Palestinian Students in 1974, president of its branch in Syria in 1976, a member of the executive body of the General Union of Palestinian Students between (1978-1984), and a leading member of the Mobilization and Organization Office of the Fatah movement.
He was chosen as a member of the Palestinian National Council in 1983, a member of the Revolutionary Council of the Fatah movement in 1989, Deputy Commissioner-General of the Popular Organizational Bureau in Fatah in 1989, a member of the Central Council since 1996, a member of the Legislative Council for the Rafah Governorate between (1996-2005), Secretary of the Council between (1996-2003), its Chairman between (2004-2005), Chairman of the Higher Supervisory Committee of the Fatah movement since 1998, Minister of Agriculture between (2003-2004), Acting President of the Palestinian Authority in 2004 for two months, after the death of the late President Yasser Arafat, Commissioner-General of the Office of Popular Organizations in Fatah in 2005, representative of President Mahmoud Abbas in the National Dialogue meetings after the 2006 elections, a member of the Central Committee of the Fatah movement in 2016, and Commissioner for Foreign Relations in Fatah. And head of the Diaspora Department in the PLO since 2020.
Fattouh was a member of the Board of Trustees of Al-Azhar University in Gaza City between (1999-2000), and was appointed as a member of the Board of Trustees of Al-Istiqlal University in Jericho in 2022.
