Born in Ramallah in 1929 to a Christian family; school education in Ramallah; went to Texas, US, to study Pharmacy at Houston University; returned to Palestine and worked as a pharmacist for 12 years in Ramallah; was elected as head of the Ramallah Municipality Council from 1960-64; operated also a private travel agency until 1968; was a member of the Administration Council of the Ramallah Water Authority from 1962-69, and member of the Administration Council of the Jerusalem Electricity Company from 1964-69; Mayor of Ramallah from 1964-72; deported to Jordan by Israel on 6 Oct. 1969 after protesting the demolition of houses and declaring that Israeli soldiers were behaving like Nazis; became Minister of Transport in the Jordanian Government from Aug. 1972-74; became member of the Higher Executive Committee of the Arab National Union in Sept. 1972; was allowed back into the West Bank in Nov. 1981 on the condition that he should not engage in any political activity; remained pro-Jordanian and was among the signatories to a (unreleased) document in Nov. 1982, which recognized the PLO as the sole legitimate representative, but urged them to authorize King Hussein to negotiate on Palestinians’ behalf and to accept a confederation with Jordan; submitted his candidacy for mayor of Ramallah to the Israeli civil administration in Feb. 1986, but withdrew after assassination of the mayor of Nablus, Zafer Al-Masri, on 3 March 1986.
