Born in Hebron in 1945. He finished his schooling in the city in 1964. He obtained a Bachelor of Laws degree from Cairo University in 1969. He joined the Bar Association in 1970. He has been practicing Sharia law and providing legal advice through his own office since 1975. He served as rapporteur of the Bar Association sub-committee in 1981/1987. He joined the General Assembly of the Association of University Graduates in 1975. He is a member of more than one social and sports organization. He was elected as a member of the League Council for the eighteenth session in 1986 and the nineteenth session in 1991. Former member of the local committee of the Palestinian Housing Council in Hebron. Member of the University Graduates Association Council and its treasurer. Member of the Board of the West Bank Lawyers Office in Jerusalem and its treasurer for the 1995/1997 term. He was elected as a member of the Palestinian Legislative Council for the Hebron district on 1/20/1996. Member of the Hebron Reconstruction Committee and Secretary of the Committee. A member of the board of directors of the Housing Council Company. Minister of State in the eighth Palestinian government from 2002 to 2005. Minister of Prisoners and Released Prisoners in the National Unity Government.
