Younis Murshed Younis Amr was born in 1947 in the town of Dura in the Hebron Governorate in the southern West Bank. He is married and has five children. He completed his primary, preparatory, and secondary education in schools in Hebron. He earned a bachelor's degree in Arabic Language from Beirut Arab University in Lebanon in 1970, a master's degree in Arabic and Oriental Languages from Alexandria University in 1974, and a doctorate in Arabic and Oriental Languages, specializing in Islamic Studies, from the same university in 1979. He worked in the teaching and educational administration sector in Libya from 1973 to 1977. He was appointed a lecturer at Hebron University from 1977 to 1980, and Dean of the Faculty of Arts, heading its Department of Arabic Language, from 1980 to 1985. He served as acting dean for several terms between 1977 and 1990, and as Dean of Scientific Research from 1985 to 1990. He contributed to the establishment of Al-Quds Open University in Palestine and was appointed Director of the Hebron Educational District from 1990 to 2001. He then served as Dean of Student Affairs from [year missing]. (1997-1999), and its Vice President for Administrative Affairs from (1995-2001), and its President since 2000.
Amr was deeply affected by the Palestinian national situation and the various stages of the Palestinian cause. He joined Fatah and rose through its ranks, eventually becoming a member of its Revolutionary Council for two consecutive terms. His focus was on union and institutional work, particularly within academic institutions affiliated with the Palestine Liberation Organization. Amr was repeatedly summoned by Israeli intelligence, banned from traveling for two years, and placed under house arrest in Hebron.  
Amr has published twenty books focusing on the Arabic language, the history of literature, and the history of the cities of Jerusalem and Hebron. He has also published a number of scientific research papers and studies, and has made contributions to fiction and poetry. He has received a number of awards and certificates of appreciation from Palestinian and Arab academic institutions.  
Amr believes the future of the Palestinian cause is heading in a negative direction, with a lack of hope and prospects, to the point that many Palestinians, including intellectuals and freedom fighters, are saying, "May God have mercy on the days of the occupation." However, he believes that the long-term outcome of the Palestinian cause is in the Palestinians' favor. Amr considers the Oslo Accords to be a bad thing because they led Palestinians to recognize the legitimacy of the occupying state and the possibility of coexistence. But it turned out that whoever lives next to a snake will be devoured by it. Oslo was disastrous for the people and the cause, and it was the cause of the Palestinian discord and subsequent division. However, the agreement achieved one symbolic benefit: the transition from a state of non-recognition of anything Palestinian, the persecution of the Palestinian flag, and the arrest of those who raised it, to a new state in which the Palestinian people were recognized, their rights were acknowledged, and their flag flew at the United Nations. He believes that the division is a crime against the Palestinian people, leaving many negative effects on the cause and society. A new generation has emerged, sickened by fear and distrust of one another. He believes that the division cannot end except through concerted efforts from those who caused it, and that the media attacks between them must stop. The two sides of the division, and working together on the basis of selflessness and holding elections under one and only slogan, which is Palestine, calling for the involvement of all political orientations and parties in the Palestine Liberation Organization and its institutions, because one hand cannot clap.
Amr believes that the Palestinian people have the right to resist the occupation, and this right is guaranteed by international laws and legislation for the occupied people, but he believes that it is necessary to think about the mechanism used in the resistance that achieves benefits and accomplishments for the Palestinian people.
