Mahmoud Muhammad Mustafa al-Shalabi was born in Dana / Bissan in 1943. He studied Arabic literature at Beirut Arab University, where he graduated in 1972, and obtained a master’s degree from Al-Azhar University in Egypt in 1978, and completed his doctorate studies at the same university, specializing in Arabic literature and criticism in 1981. His doctoral thesis was entitled "The Artistic Image in Al-Mutanabbi's Poetry".

He served as Dean of Hawara Intermediate University College during the years 1987-1994, then Dean of Karak College (1994-1995), and Dean of Irbid College (1995-1999). He has been working since 1999 as a professor of modern Arabic literature at Al-Balqa Applied University, and an advisor to the university's president for cultural and media affairs.

Member of the Jordanian Writers Association, the General Union of Arab Writers and Writers, and a member of the national team to supervise the Arabic language curricula for the basic stage within the educational development plan during the years 1989-1994, and chaired the poetry committee at the Jerash Festival for Culture and Arts in 1985.

He is the editor-in-chief of "Wissam" magazine for children, which is issued by the Jordanian Ministry of Culture.

Arab Child Culture Award (Mira Bint Hazaa for children's poetry), for his collection "Azhar and Sanabel", Abu Dhabi, 2002.
Best local children's work award at the Arab Child Song Festival, for his poem "My Library", 2004.
Best Lyrical Text Award at the Arab Song Festival, Casablanca, Morocco, 2005, for his poem “The Most Valuable Song”.
Distinguished Giving Award for the year 2003, Al-Balqa Applied University.
