Saeed Ibrahim Saeed Dweikat was born on May 20, 1967, to a Palestinian family from the Balata al-Balad neighborhood in the city of Nablus in the northern West Bank. He is married and has one son and two daughters. He attended elementary school in Balata, preparatory school in al-Khalidiya, and secondary school in al-Amiriya, receiving his high school diploma in the science track from the Islamic Secondary School in 1985. He earned a bachelor's degree in Sharia and Islamic jurisprudence from the Faculty of Sharia at An-Najah National University in 1992, a master's degree in Islamic jurisprudence and legislation from the same university in 1994 for his thesis "The Ruling on Transplanting Human and Non-Human Organs in the Human Body," and a doctorate in Quranic and Sunnah Sciences with honors from the International Islamic University Malaysia in 2013 for his dissertation "The Objectives of the Quran between the Two Imams al-Biqa'i and Ibn Ashur."
Dweikat served as the imam of the Tariq al-Hajj Hamad Mosque in Nablus in 1994. He also opened a university services shop and a computer maintenance and training center. From 1999 to 2007, he taught in both public and private schools, and from 1999 to 2007, he taught Islamic law part-time at Al-Quds Open University and An-Najah National University in Nablus. He served as an assistant undersecretary in the Palestinian Ministry of Culture during the Palestinian Unity Government (the eleventh government). While in Malaysia, from 2010 to 2014, he worked as a scientific advisor and linguistic expert at the International Institute for Islamic Unity, affiliated with the International Islamic University, and joined the editorial team of the peer-reviewed academic journal published by the university's Center for Studies and Research. From 2013 to 2014, he lectured at the International University of Madinah in Malaysia and served as the director of the scientific research journal "Majma," published by the same university. Since returning to Palestine in 2015, he has been a lecturer at the Faculty of Sharia at An-Najah National University.
Duwaikat was influenced by Islamic thought from his high school days. A school trip to Al-Aqsa Mosque and his emulation of his brother's active involvement in the student movement at An-Najah University significantly shaped his intellectual convictions and political leanings. His arrest by Israeli forces for several days in 1985 further strengthened his nationalist spirit. During his university studies, Duwaikat became involved in Islamic student activism with the Islamic Bloc. He was arrested again in 1986 for 61 days, during which he was subjected to severe torture that resulted in a permanent disability in his leg. He was arrested a third time in 1989 and remained in prison for nine months. A workplace accident in a factory led to the amputation of his leg.
He was arrested by the Palestinian security services for three months in 1996, following the assassination of resistance leader Yahya Ayyash. Duwaikat was hosted by local, Arab, and international media as a political analyst and Islamic political activist between 2000 and 2007. Duwaikat served on the Committee of Islamic and National Activities and Institutions in Nablus Governorate between 2004 and 2007. He was arrested again in 2015 and sentenced to thirteen months in prison and a fine of seven thousand shekels.
Duwaikat published the book “Islamic Culture” in 2003. He has a number of published peer-reviewed research contributions and scholarly papers presented to academic conferences, most of which focus on Qur’anic studies and Islamic thought, especially issues of interpretation. He participated in a large number of radio and television programs as a producer, presenter, and guest, which focused on social, advocacy, doctrinal, and jurisprudential issues. He also delivered a large number of lessons, Friday sermons, and public lectures in Palestine and Malaysia. He is a member of more than one specialized scientific institution, including the Association of Specialists in Qur’anic Studies, Malaysia, since 2014, the Encyclopedia of Thematic Interpretation of the Holy Qur’an, Malaysia, since 2014, and the Graduates Cultural Forum, Nablus.
Dweikat believes the Palestinian reality is extremely difficult, with a power imbalance favoring the occupation, but he maintains that there is great hope for change. He believes that Oslo carried the seeds of its own destruction from the outset, leaving only security coordination as a vestige. As for the division, he traces its roots back to the First Intifada and was further entrenched by the Oslo Accords and the events following the 2006 elections. Dweikat believes that a genuine political partnership is essential, based on shared principles, defined milestones, and programmatic agreement. He also believes that Palestinian resistance is necessary to confront the occupation in accordance with the specific circumstances and realities of the current phase.
