Tawfiq Sa'id Jabareen (born 1967 in Umm al-Fahm ) is a Palestinian lawyer and human rights activist specializing in land, planning, and construction issues. He represents numerous Palestinians before Israeli courts in cases related to demolition orders against Palestinian homes and land confiscation by the Israeli occupation in the West Bank .
Educational background
Born in 1967 in Umm al-Fahm , he attended Abu Khader Elementary School and completed high school at the Arab Orthodox College in Haifa . He earned a BA in law from the Hebrew University of Jerusalem in 1989 and a master's degree from the American University in Washington in 1993.
career path
He began his legal career at a human rights organization in Jerusalem , where he represented Palestinians in the West Bank and East Jerusalem on land and housing issues. He later worked on the Committee of Forty in Haifa, within which he founded the Legal Center for Defending the Rights of Unrecognized Villages within the Green Line .
Lands of the Spirit
Attorney Tawfiq Jabareen is one of the founders of the Committee for the Defense of Ruha Lands, which defended Ruha lands in Wadi Ara and compelled the state, following the bloody Ruha events of September 27, 1998, to rescind its decision to confiscate Ruha lands and cancel the military order closing these lands and preventing their owners from entering them. In 2000, the Ruha Agreement was signed, under which the rights of the people of Umm al-Fahm were restored, including the inclusion of more than 10,000 dunams of Ruha lands within the area of influence of the Arab authorities in Wadi Ara . The Ruha Committee continues to make significant efforts to defend Ruha lands against Judaization and land confiscation schemes, the most recent of which was the project to extend an electricity line through Ruha lands.
Attorney Tawfiq Saeed is one of the founders of the Popular Committee for the Defense of Land and Housing in Wadi Ara in 2007, which has succeeded in protecting many homes threatened with demolition in Wadi Ara.
Katsir
In 1994, attorney Tawfiq Jabareen achieved a historic accomplishment when he succeeded in purchasing a house in the Jewish town of Katzir, following legal and media deliberations. The settlement's acceptance committee rejected Jabareen's request to live in Katzir, claiming that he was an Arab and that Katzir was intended for Jews only. He and his family lived in their house in Katzir for five years, and he still owns the house to this day.
Attorney Tawfiq Jabareen was the initiator of the case of Adel Qadan, whose request to purchase a building plot in Katzir was rejected. The Supreme Court issued its historic decision in 2000, accepting Qadan's petition against the Israel Lands Administration, obligating it to allow Arab citizens to purchase building plots in Jewish towns.

Since 2008, attorney Tawfiq Saeed has been advocating on behalf of the residents of Umm al-Qatf and Maysar against the expansion of the city of Harish , and has succeeded in canceling several plans to confiscate hundreds of dunams of land owned by Palestinian residents. Attorney Tawfiq Saeed, in cooperation with some human rights organizations, has succeeded in transforming the city of Harish into a city for all citizens and canceling the government's decision to allocate it to Haredi Jews only.
West Bank
He represented Palestinian lawyers from the West Bank in cases related to land, housing, and resistance to settlements, on behalf of the Palestinian National Authority's Wall and Settlement Resistance Commission . He also works as a consultant on planning and construction issues for the Palestinian Ministry of Local Government. Among the most prominent cases handled by attorney Tawfiq Sa'id are the Khan al-Ahmar case, the cancellation of the confiscation of 2,000 dunums of palm lands in Jericho, the recovery of 4,000 dunums of Sakout lands near the Jordan River, and the evacuation of settlers from the lands of the Qa'un Plain north of Bardala .

He was elected to the Umm al-Fahm Municipal Council on the "Umm al-Fahm for All" list in October 2018.
He also served as chairman of the subcommittee of the Wadi Ara Local Planning and Building Committee between 2014 and 2017, during which time he was able to implement major reforms and streamline the committee's administrative work despite the numerous obstacles he faced, particularly from representatives of the Umm al-Fahm Municipality at the time.
In 2016, attorney Tawfiq Sa'id Jabareen proposed a new law to connect unlicensed homes to electricity. This law, which is consistent with the planning situation of Arab towns in general and all Arab towns in Wadi Ara, will lead to all unlicensed homes being connected to the electricity grid.
Through his work in the Wadi Ara Local Committee, Attorney Tawfiq Saeed Jabareen, in collaboration with the Local Committee Engineer Dr. Enaya Bana, initiated a massive planning project, "Fatmal" Ein Jarar, which includes 2,300 dunams, starting from the Araish and Ein Jarar areas and ending at Al-Aqwas Street. The Israeli government approved this project at a cost of 23 million shekels for planning , funded by the Ministry of Finance. Through this project, more than 1,070 homes will be licensed in Ein Jarar, Al-Araish, and Al-Aqwas, and building plots will be prepared for 3,500 housing units for young couples, and an employment, commercial, and public building area will be approved in the area located in the woods north of Qatain Al-Shomer.
