Zaher al-Shishtari was born on June 12, 1964, in Nablus. He is married and has two sons and a daughter. He completed his primary education at al-Razi School, his preparatory education at al-Khaldounia School (Commercial Branch), and his secondary education at al-Hajj Ma'zouz al-Masri School. He was unable to pass his high school graduation exam until 2007 due to persecution by the Israeli occupation and his family responsibilities. In 2008, he enrolled at al-Quds Open University, Nablus branch, majoring in sociology and human development. He worked in a family-owned tailoring workshop, then was appointed as an employee in the health department of Nablus Municipality in 1995. However, he was soon transferred to work at the Nablus market headquarters, where he remained until 2000. He was then appointed head of a department in the Ministry of Youth and Sports.
Al-Shishtari became involved in resistance activities against the occupation early in his life. He was first arrested by the occupation forces in 1979, and the arrests continued until they reached about 27 times between 1979 and 1985, most notably in 1985, when he was administratively detained for 6 months. He was then arrested again in 1988 for a year, and again in 2013 for a year as well, during which he suffered a stroke that led to an injury to his leg, and the occupation prevented him from traveling to complete his treatment.
Al-Shishtari participated with others in forming the Popular Front for the Liberation of Palestine's (PFLP) secondary school student union in 1980. He joined the PFLP's popular committees during the First Intifada and, in the early 1990s, became the PFLP's representative on the Committee of National Institutions and Activities in Nablus Governorate, as well as its representative on the Factional Coordination Committee. Al-Shishtari ran for mayor of Nablus in the 2005 elections but was unsuccessful. He became a member of the administrative board of the General Union of Public Employees in the West Bank and served as the union's secretary in Nablus, but resigned in 2014 in protest against what he considered the union's weak stance regarding the harassment of its members by the Palestinian Authority. Al-Shishtari participates in political and academic seminars and conferences and is a frequent guest in the media as a leader in the PFLP.
 Al-Shishtari believes that Palestinians must preserve their historical principles and adhere to their legitimate resistance in all its forms. He believes that the Oslo Accords and the division were painful milestones in the Palestinian people's journey. He believes that the Cairo Agreement of 2011 formed the basis for a genuine partnership between all forces, and that it is required to be implemented. He rejects exclusivity and hegemony over the PLO institutions and calls for working to reform the institutions through elections.
