Rushdi Dib Shahin was born in Nablus and completed his secondary education there in 1939. He graduated from the Arab College in Jerusalem in 1942. He worked as a teacher in Nazareth, Tulkarm, and Jaffa. He was one of the founders of the Palestinian National Liberation League. He was arrested in the early days of the union with Transjordan. He worked as an editor for the clandestine and public newspapers published by the Communist Party. He was one of the most prominent founders of the National Guidance Committee, which led the resistance against the Israeli occupation in the West Bank and Gaza Strip. He was deported by the occupation forces in 1968.
He became a member of the Political Bureau of the Jordanian Communist Party and Secretary-General of the Jordanian Communist Party (Leninist Cadre). He was a member of the Palestinian National Council and the Central Council of the Palestine Liberation Organization. He was arrested in Amman in 1956 and 1986. He returned to his homeland in 1993 as part of the first group of deportees. He contributed to the founding of the Democratic Construction Movement, headed by Dr. Haidar Abdel-Shafi.
