Subhi Ali Abu Karsh was born in the village of Beit Jirja in the occupied Gaza Strip on June 16, 1936. He is married and has three sons and three daughters. He completed his primary education in schools in the Shuja'iyya district of Gaza City, and his secondary education at Palestine High School, from which he obtained his high school diploma. He earned a bachelor's degree in commerce from Riyadh University in Saudi Arabia in 1964. He worked as a teacher in Saudi schools, and later as an accountant in the Saudi Ministry of Agriculture.
Abu Karsh is considered one of the founding generation of the Fatah movement, as he joined it in 1963, participated in planning and implementing its national activities, and contributed to spreading its concepts and orientations among the Palestinian community in Saudi Arabia. He assumed several organizational tasks within it. He was the financial control officer in the movement between (1968-1969), the military administration officer in the movement's Daraa and Hama camps in Syria between (1969-1971), the finance officer in the movement between (1971-1972), the administration and finance officer in the Occupied Territories (Western Sector) apparatus between (1972-1974), and was chosen as the head of the Gaza Committee in the Occupied Territories (Western Sector) apparatus of the movement between (1974-1986). He was elected as a member of the Revolutionary Council of Fatah at the Fourth Conference in May 1980, and as a member of the Central Committee of Fatah in August 1989. He was appointed as the Palestinian ambassador to Saudi Arabia between (1990-1994), and played a role in restoring the PLO's relations with the Gulf states after the Second Gulf War. He also served as the permanent representative of Palestine to both the Organization of Islamic Cooperation and the Muslim World League, and represented Palestine at a number of Islamic conferences. He was a member of the Jerusalem Committee, and a member of the National and Central Councils of the Palestine Liberation Organization, and head of the Financial Fact-Finding Committee in the Fatah movement in 1993.
Abu Karsh contracted a terminal illness that led to his death on January 4, 1994, and he was buried in the Al-Baqi cemetery in Medina, Saudi Arabia.
