Jamal Ahmad Muhaisen was born in the Hebron Hills on March 15, 1949, to a family displaced from the village of Iraq al-Manshiya in the occupied Gaza Strip. He completed his primary education at the UNRWA primary school in Aqabat Jabr camp, and his secondary education at Amman Secondary School, graduating in 1967. He earned a bachelor's degree and a general diploma in education from Beirut Arab University in Lebanon in 1972, a higher diploma in Islamic studies from Al-Fateh University in Libya in 1978, and a doctorate in philosophy and comparative education from Charles University in Prague, Czech Republic, in 1988. He was appointed Assistant Undersecretary of the Ministry of Youth and Sports in 1994, then Undersecretary of the same ministry, and Governor of Nablus Governorate between 2007 and 2009.
Muhaysin joined the Fatah movement in 1967, received training in Egypt, and became the organizational head in the Rashidieh camp in 1969, then in the Beddawi camp. He was active in the student sector and was elected to the student council of Beirut Arab University in 1969. He moved between Fatah positions in the Jordan Valley, Lebanon, and Syria between 1969 and 1972. He was appointed Secretary of the Fatah region in Libya and Deputy Secretary of the General Union of Palestinian Teachers/Libya Branch between 1974 and 1975. He was a member of the Mobilization and Organization Council in Damascus in 1975 and elected to the Palestinian National Council in 1975. He was also a member of the General Secretariat of the General Union of Palestinian Teachers in 1975, a member of the Mobilization and Organization Office in Tunis in 1983, Deputy Secretary-General of the General Union of Palestinian Teachers in 1983, and a member of the Council of the Arab Teachers Union in 1983, in addition to his membership in the administrative body of the World Federation of Teachers. He was elected as a member of the Revolutionary Council of the Fatah Movement in 1989, and as a member of the Financial Control Committee of the Movement between (1989-1995), and as a member of the Financial Fact-Finding Committee of the Palestine Liberation Organization between (1991-1994), and as Chairman of the Movement Control and Membership Protection Committee between (1995-2009), and as Chairman of the Palestinian Special Olympics Council between (2003-2013), and as a member of the Movement Court between (2004-2008), and won membership in the Central Committee of the Fatah Movement at the Sixth General Conference of the Movement in 2009, and was Commissioner for External Regions, and a member of the Central Council of the Palestine Liberation Organization on behalf of the Fatah Movement in 2009, and was re-elected for the second time as a member of the Central Committee of the Fatah Movement at the Seventh General Conference of the Movement in 2016.
Muhaysin calls for the establishment of an independent Palestinian state, the return of refugees to their homes and compensation for their years of suffering. He believes that the occupation has destroyed the two-state solution and wants a single racist state with two systems, which, in his opinion, is impossible. He calls for activating popular resistance and political struggle to achieve gains, especially since the occupation wants to drag the Palestinians into the square of violence, exploiting the conflicts in the region. He believes that the Arab and Islamic worlds bear part of the responsibility in confronting the occupation and its policies.
He died on February 7, 2022 in Jerusalem.
