Zuhair Bashir Taleb Al-Rais was born in Nazareth on July 8, 1933. He studied primary school at Imam Al-Shafi’i School in Gaza, secondary school at the National Secondary School in Helwan, Egypt, and obtained a Bachelor of Laws degree from Cairo University in 1954. He joined a Master of Economics program at Cairo University in 1956 and obtained a PhD in Administrative Sciences from the University of California in the United States in 1988.
He participated in the founding and editing of Al-Tahrir newspaper between (1957-1960), and published Akhbar Al-Youm newspaper in Cairo in 1961, and published and edited the daily Akhbar Falastin newspaper in Gaza between (1963-1967), and became chairman of its board of directors between (1963-1965), and published a local magazine in Gaza entitled Al-Ulum between (1975-1987), and was a member of the administrative body of Al-Fajr newspaper and its chairman between (1976-1979), and founded and edited the weekly Al-Mawqif magazine in partnership with Hanna Siniora between (1979-1987).
He was active in the Palestinian Students' Union in Egypt, served as secretary of the Palestinian Committee for Afro-Asian Solidarity in 1956, participated in the first Palestinian conference that led to the formation of the Palestine Liberation Organization (PLO) in 1964, and became a member of the Palestinian National Council in 1964. He was a founding member of the Arab Lawyers Union and its deputy secretary-general from 1959 to 1963. He was a member of the Executive Council of the National Union in the Gaza Strip from 1961 to 1965, a member of the Legislative Council in the Gaza Strip from 1962 to 1965, a founding member of the Arab Journalists Union in 1965, and its deputy secretary-general from 1965 to 1967. He was secretary-general of one of the branches of the Palestinian Committee for Solidarity with the PLO from 1965 to 1967, a member of the Board of Trustees of Birzeit University since 1972, a member of the National Guidance Committee from 1979 to 1982, and chairman of the board of directors of the Gaza Center for Rights and Law. Between the years (1985-1996), he participated in the founding of the Arab Studies Association in Jerusalem in 1989.
 Al-Rayes suffered under the occupation, having been arrested by Israeli forces following the Tripartite Aggression against Egypt in 1956. He was arrested again in 1978 at the start of the Camp David Accords, placed under house arrest in 1979, and banned from traveling from 1980 until the early 1990s. He died in Gaza on May 26, 1996.
