Saeed Talal Saeed Al-Dahshan was born in Gaza City on March 17, 1972. He is married and has two sons and six daughters. He completed his primary and secondary education in Gaza City schools, obtaining his high school diploma in 1990. He earned a master's degree in human rights from Al-Jinan University in Lebanon in 2012, a doctorate in human rights from the same university in 2016, and a second doctorate in international law from the Islamic Science University (USIM) in Malaysia in 2019. He worked as a librarian at the Holst Cultural Center between 1998 and 2002, and as a teaching assistant at the College of Professional Sciences at the Islamic University of Gaza between 2002 and 2007. He was appointed Director General in the office of the Palestinian Minister of Foreign Affairs between 2006 and 2009.

Al-Dahshan has been a member of Hamas since its founding in 1987, and has participated in its various activities and events, and has been active in institutional work; he headed the legal unit in the Turkish Qudsdar Foundation between (2016-2021), and was the deputy secretary-general of the Global Coalition for the Support of Jerusalem and Palestine between (2018-2023).

He authored a number of books, including: “How to Sue Israel,” published by the Al-Zaytouna Center for Studies and Consultations (2017), and “Palestine and International Criminal Court” (2020). He also has several research papers and studies published in scientific journals, including: “Recognition of Palestine as a State and its Membership in the Rome Statute and their Impact on the Protection of Civilians in the Gaza Strip,” a study on “Legal Obstacles Hindering the Work of the International Criminal Court,” and a study on “A Comparison of Israeli Attacks on the Gaza Strip Before and After Palestine’s Accession to the International Criminal Court.” In addition, he has written for some local and international newspapers and magazines, and participated in televised interventions, seminars, and dialogues related to the Palestinian issue.

He was assassinated by the occupation along with a number of his family members in the Battle of Al-Aqsa Flood on October 11, 2023.
