Emad Daoud Hassan Al-Zeer was born in Amman, the capital of Jordan, on October 23, 1977. He is married and has four children. He completed his primary and preparatory education at the Scientific College Schools in Amman, and obtained his high school diploma in the commercial branch from the Scientific College Schools in Amman in 1995. He earned a bachelor's degree in business administration from Amman Arab University in 1999, a master's degree in institution building and rural development from Al-Quds University in 2013, and a doctorate in business administration from Jinan University in Lebanon in 2018.
Al-Zeer was appointed Deputy General Manager at Al-Zeer Contracting Establishment between (1999-2005), then served as General Manager of the National Construction and Contracting Company in 2001 for 4 years. He worked as Administrative Director of Palestine Ahliya University Company in 2005, then was appointed Assistant to the President for Administrative and Financial Affairs at Palestine Ahliya University College between (2008-2018). He worked as a lecturer at the Faculty of Administrative and Financial Sciences at Palestine Ahliya University since 2011, and was appointed General Manager of the Ahliya Solar Energy Company between (2019-2022). He assumed the duties of Acting President of Palestine Ahliya University in 2021 for a year, then officially assumed the duties of President of the University.
Al-Zeer was active in institutional work; he founded the Community Development and Continuing Education Association and assumed the chairmanship of its administrative body since its establishment in 2011. He also served as Vice President of the Higher Education and Scientific Research Council and Chairman of the Legislation Committee in 2021. He is a member of the Board of Directors of the Bethlehem Multidisciplinary Industrial Zone and its treasurer, a member of the administrative body of the Innovation and Excellence Council since 2020, a member of the local council for employment and training in the Bethlehem Governorate, and a member of the local economic development council in the governorate between (2010-2014).
Al-Zir was also active in the service sector, where he served as Vice President of the Jannatah Municipal Council between (2001-2005), and Chairman of the Administrative Board of the Jannatah Charitable Society between (2004-2020).
