Mohammed Abdel Ghani Al-Hajj Qasim was born on November 28, 1952, in the city of Tulkarm in the northern West Bank. He is married and has a son and a daughter. He attended elementary school at Artaah School, preparatory school at Tulkarm Preparatory School, and secondary school at Al-Fadiliya School in Tulkarm, where he obtained his high school diploma in the humanities in 1971. He earned a bachelor's degree in law from the Faculty of Legal, Economic, and Social Sciences at Mohammed V University in Rabat, Morocco, in 1976, a master's degree from the same university for his thesis "The Palestinian Question and the Autonomy Project (77-79)" in 1982, and an international doctorate in constitutional law and political science from Hassan II University in Casablanca in 1992.
He taught at the Faculty of Law at Hassan II University in Casablanca, and at the Faculty of Law at Mohammed V University. He also taught at An-Najah National University in Nablus for a year, and at the Military College in Qatar in 2015. He remained in the profession of teaching law in the Kingdom of Morocco until August 2016 when he decided to return to Palestine.
Hajj Qasim was active in union activities during his university studies, where he held the position of Vice President and member of the administrative body of the General Union of Palestinian Students Abroad between 1973 and 1978. He represented Palestinian students in the Kingdom of Morocco in the General Union of Palestinian Students at the seventh conference held in Lebanon in 1978. He held the position of President of the Union of Jurists in the Kingdom of Morocco and participated in more than one conference of Arab lawyers between 1983 and 1994.
Hajj Qassem called for the establishment of a Palestinian Supreme Constitutional Court in an article he published in 2007. President Mahmoud Abbas issued a decision to form the Supreme Constitutional Court in 2016, and Hajj Qassem was chosen as its president.
Hajj Qasim has a number of publications, including: The book Contemporary Political Issues, published in 2000, which is taught to all law students at Hassan II University. He has a number of published studies in the legal and human rights fields, and has participated in dozens of conferences and seminars specializing in law and human rights. He is also a scientific reviewer for two scientific journals for publishing research in law in the Kingdom of Morocco, and has supervised many master’s and doctoral theses in the universities of the Kingdom of Morocco.
