Abdul Sattar Tawfiq Qasim Al-Khader Khalilieh was born in the town of Deir Al-Ghusun in the Tulkarm Governorate on September 21, 1948. He is married and has two sons and two daughters. He completed his primary education in Deir Al-Ghusun and his secondary education at Al-Fadiliya School in Tulkarm, graduating in 1967. He earned a Bachelor of Arts degree in Political Science from the American University in Cairo in 1972, a Master of Arts degree in Political Science from Kansas State University in the United States in 1974, a Master of Arts degree in Economics from the University of Missouri in the United States, and a PhD in Political Philosophy from the same university in 1977. He was awarded the title of Professor in 1999. He worked as a lecturer at the University of Jordan for a year and a half between 1978 and 1979, and at An-Najah National University between 1980 and 2013, in addition to lecturing at Birzeit University and Al-Quds University.
Qassem became involved in political activism at an early age, and he issued bold positions supporting the Palestinian resistance and its factions, and opposing the settlement and the option of negotiations. Throughout his life, he called for the rule of law and the fight against corruption and authoritarianism within official Palestinian institutions. He participated in many national events in the occupied territories since the 1980s, and tried to establish a political group that would express his views and positions in the 1990s. He ran for the Palestinian Authority presidential elections in 2005, but he soon withdrew before the elections were held.
Qassem was a frequent guest on numerous television and radio stations, commenting on Palestinian and regional events and issues. He participated in academic, intellectual, and political conferences and delivered numerous lectures. He authored twenty-five books, the most famous of which include: *Traditional Political Philosophy*, *The Fall of the King of Kings* (on the Iranian Revolution), *The Martyr Izz ad-Din al-Qassam*, *Women in Islamic Thought*, *A Summary of the Palestinian Question*, *The Fall into Defeat*, *The Palestinian Leadership Before 1948 and Its Impact on the Nakba*, *The Golan Heights*, *The Prison Experience*, *Days in the Negev Prison*, *Individual and Collective Freedom in Islam*, and *The Graves of Arab Intellectuals*. He also published one hundred and twenty research papers and wrote hundreds of opinion articles for newspapers and online publications.
 Qassem suffered greatly during his political activism. Jordanian authorities dismissed him from his teaching position at the University of Jordan for political reasons. The Israeli occupation authorities prevented him from traveling since 1981, arrested him several times, and placed him under house arrest multiple times between 1987 and 1993. Some of his books and studies were banned, and his home was raided and searched. Palestinian security forces arrested him eight times for his political stances, including in 1999 following the famous "Statement of the Twenty," which he signed with a group of Palestinian intellectuals and politicians, protesting corruption within the Palestinian Authority. He survived two assassination attempts, in 1995 and 2014, which he attributed to elements within the Palestinian Authority. His car was set on fire twice and targeted by gunfire once. He received dozens of threatening messages and was suspended from his position at An-Najah National University in 2011 for a year. He contracted COVID-19 and died on February 1, 2021.
