Abdel Fattah Abdel Raouf al-Qudwa al-Husseini, known as Fathi Arafat, was born in occupied Jerusalem on January 1, 1933. He was the brother of the late President Yasser Arafat. He completed his primary and secondary education in Cairo and earned a Bachelor of Medicine degree from the Faculty of Medicine at Cairo University in 1957. He worked as a pediatrician in Cairo, then in Kuwait between 1962 and 1966, and later in refugee camps in the West Bank in 1967.
He was active in the Palestinian Students Union in Cairo in the 1950s, joined the Fatah movement early on, left his job in Kuwait, and went to Fatah bases in Syria and Jordan. He rose through the organizational ladder within the Fatah movement and in the institutions of the Palestine Liberation Organization, becoming a member of the Revolutionary Council of the Fatah movement, a member of the National Council in 1967, and a member of the Central Council of the Palestine Liberation Organization. He also played a union role, becoming president of the Union of Palestinian Doctors and Pharmacists in 1968.
He focused his attention on providing health and social services to Palestinians in the diaspora, and established the nucleus of medical services in the Fatah movement. He participated in the establishment of the Palestinian Red Crescent Society in December 1968, and headed it between (1978-2001). He opened the first Red Crescent clinics in the Marka (Schneller) camp in Jordan, and then the opening of clinics, health centers and hospitals continued within the Palestinian communities in Jordan, Lebanon, Syria, Egypt and Palestine, such as the Acre Complex, the Haifa Complex, Gaza Hospital and Al-Hamshari Hospital in Lebanon, the Deir Yassin Complex and Jaffa Hospital in Damascus, Palestine Hospital in Egypt, the City of Hope Medical Center in Khan Yunis, and the City of Light Complex in Gaza City.
He became the Honorary Secretary of the Executive Council of the Council of Arab Ministers of Health in 1972, was chosen as Vice-President of the Council of Ministers of Public Health in Non-Aligned Countries in 1982, was the Palestinian envoy to the World Health Organization since 1982, President of the Palestinian Academy for Scientific Research since 1992, and President of the Palestinian Supreme Council of Health.

He was diagnosed with stomach cancer and died on December 1, 2004.
