Raafat Mohamed Mohamed Gouda is an Assistant Professor of Accounting at the College of Administrative and Economic Sciences at Al-Quds Open University. He currently serves as the Gaza Strip District Director and Central Branch Manager at the university. He holds a PhD in Accounting from Nile University, Sudan, which he obtained in 2010. He also holds a Master's degree in Accounting from Sudan University of Science and Technology, awarded in 2006, and a Bachelor's degree in Accounting from Cairo University, Egypt, completed in 1987.
Gouda has extensive professional and administrative experience in accounting, finance, and university management. He began his professional career as an Accountant at Al Jabal Al Akhdar Industrial Company, where he worked from 1987 to 1998. He subsequently worked as an Accountant at the Islamic Bank in Khan Younis and at Al-Quds Open University. At Al-Quds Open University, he progressed through several administrative and financial positions, including Head of the Accounting Department, Financial Officer, and Financial Assistant to the Vice President for Sector Affairs. He also served as Acting Director of the Rafah Branch and later as Rafah Branch Manager.
His leadership responsibilities at Al-Quds Open University continued to expand, including serving as Acting Vice President for Sector Affairs on several occasions and as Manager of the North Gaza Branch. From 2023 to August 2026, he served as North Gaza Branch Manager. As of August 22, 2026, he has served as Gaza Strip District Director and Central Branch Manager, reflecting his extensive experience in academic and administrative leadership within the university.
In addition to his administrative responsibilities, Gouda has participated extensively in academic seminars, workshops, lectures, conferences, and professional activities in the fields of accounting, finance, economics, and university administration. His contributions have included presentations and discussions on topics such as financial sustainability of the Palestinian public treasury, foreign exchange rates and hedging strategies, international trade agreements, small enterprises and their importance to the national economy, and the role of the banking sector and financial institutions.
His academic and research contributions include studies addressing accounting and financial issues in the Palestinian context. Among his published research are a study examining the extent to which Palestinian companies engage in earnings management for tax-related motives, based on the perspectives of income tax officers in the Gaza Strip, and a study investigating factors affecting the disclosure of sustainability accounting information by publicly listed companies on the Palestine Exchange.
Gouda has also contributed to academic supervision and scholarly activities, including participation in the supervision and discussion of master's and doctoral theses and involvement in scientific and academic conference committees. His professional engagement extends beyond the university, where he has provided financial and administrative consultancy services to the Yada Bi Yada Charitable Hospital for Cancer Patients in the Gaza Strip. He has also served as a member of the hospital's Board of Directors and participated in its establishment.
Throughout his career, Gouda has actively contributed to community engagement and professional development through organizing and participating in seminars, workshops, educational events, and community initiatives. His activities have included providing guidance to students and members of the local community on financial management, accounting, professional skills, and career development, as well as supporting initiatives addressing social and educational issues.
