Academic Qualifications
Dr. Salah Yahya Salah Sabri holds a PhD in General Administration from Cairo University, Egypt, awarded in 2014. He obtained a Master's degree in Economics and Administrative Sciences, with a specialization in General Administration, from Mutah University, Jordan, in 2003. He earned his Bachelor's degree in Political Science from An-Najah National University, Palestine, in 2001.
Professional Experience
Dr. Sabri has held a number of academic, administrative, and leadership positions throughout his professional career. He began his career as a Financial and Administrative Manager at Health Action Committees from February 2004 to November 2006. During the same period, he also worked as a part-time supervisor at Al-Quds Open University.
He subsequently served as an Administrative Assistant at Al-Quds Open University from October 2006 to February 2009, before joining the university's academic faculty in March 2009. He served as a faculty member until August 2018 and later became Director of the Center for Administrative and Economic Research from September 2018 to August 2019. He returned to his faculty position in September 2019.
Since February 2025, Dr. Sabri has served as Acting Dean of Graduate Studies and Scientific Research at Al-Quds Open University.

Dr. Sabri has an extensive record of scholarly research published or accepted for publication in peer-reviewed journals. His research focuses primarily on public administration, organizational behavior, public policy, leadership, sustainable development, local government, and institutional development.
Among his recent publications is "The Impact of Diplomatic Leadership on Crisis Management in Government Institutions in Bethlehem Governorate," published in 2026 in the Arado Business Journal. He also co-authored "Administrative Empowerment and its Impact on Crisis Management in Palestinian Ministries' Directorates," which was accepted for publication in the Al-Quds Open University Journal of Administrative and Economic Research in 2026.
In 2026, his study "The Relationship of Representative Bureaucracy to Sustainable Development Goal 5" was accepted for publication in the Arab Journal of Management, published by the Arab Administrative Development Organization in Egypt.

Dr. Sabri has supervised and participated as an internal and external examiner for numerous Master's and doctoral theses at Palestinian and Arab universities. He has presented research papers at conferences organized by academic and professional institutions, including Al-Quds Open University, Birzeit University, the University of Jordan, the Islamic University, the Federation of Arab Engineers, and other regional institutions.
He has also participated as a member of scientific committees for peer-reviewed conferences, including the 10th International Conference on Business and Technology (ICBT) and conferences addressing sustainable development, institutional development, quality assurance, digital transformation, and public-sector modernization.

He has served in several capacities with Qalqilya Municipality, including Secretary of the Local Development Forum, Secretary of the Economic Development Council, and member of the Municipal Economic Council.
He has also provided academic and professional consultations on issues related to internal control, public administration, graduate studies, public policy, scientific research, and institutional development.
In addition, he has delivered lectures and participated in workshops addressing scientific research methodologies, crisis management, academic excellence, social media, tourism development, and other issues relevant to education and public administration.
Scientific Reviewing and Evaluation
Dr. Sabri has contributed to the academic community through reviewing research papers, books, theses, graduation projects, and scholarly publications. Training and Professional Development
Dr. Sabri has undertaken several specialized training programs and professional development activities. These include specialized training in research center management at universities in Italy, training through AMIDEAST, courses in sustainable development, e-learning, strategic analysis, and professional research methodologies.
In 2026, he completed a specialized course in the use of AMOS software for Structural Equation Modeling (SEM), focusing on quantitative research and advanced statistical analysis.
