Salwa Nakkara Haddad was born in Haifa (on Mount Carmel) on February 2, 1959, to a Christian family from the lower town of Haifa. Her uncle was lawyer Hanna Naqara, who joined the local Communist Party and was known for his activities to defend the rights of Arab citizens of Israel and to promote Arab-Jewish coexistence in the country. After his death, the Haifa municipality decided to name a street in the Wadi Nisnas neighborhood after him.

In 1980, Nakkara Haddad graduated from the Beit Zvi School of Dramatic Art in Ramat Gan, which is considered one of the most important theater schools in the country.
